    I want to know whether it is possible to access Plesk databases from outside of Plesk.

    Remote access is not available to Plesk administrators by default.

      Yes. A new user should be created to be used for the remote connection.
      1) Click Tools & Settings > Database Servers > Settings > Local MySQL Settings.
      2) Check the Allow local MySQL server to accept external connections box, and then click OK.
