You can use Spam-Assassin to stop/blacklist someone from emailing you.
1) Login to cPanel >> here click the SpamAssassin icon.
2) enable SpamAssassin.
3) Enter any email address or IP address in the blacklist_from field.
4) Scroll down and hit Save.
Done..
