To allow reseller access to cPanel accounts via WHM, follow the steps:

1) Log in to the WHM using root access.
2) Select the “Resellers” option.
3) Click on the “Edit Reseller Nameservers and Privileges” option.
4) Select the user you want to change the privileges on and click on the “Save” button.
5) You will enter a new page and scroll down until you find the option “Everything”. Tick that option and click on the “Save all settings” option.
