Can't change file permissions

I'm trying to change the permissions for a file but I cant change it

I've tried using file manager in cpanel, ftp program and Dreamweaver.

When using ftp, I get this error message:

550 Could not change perms on filenamehere.php: Operation not permitted

Is this a server setting?
