While speed is a ranking factor, more importantly a slow site causes many issues like high bounce rate, low conversion, etc. All these are then bad ranking signals to Google. Installing a plugin like W3 Cache (assuming you are using WordPress) and using a CDN is a really quick fix.
The short answer is that page speed does have an impact on SEO. Page speed is a direct ranking component, as Google's Algorithm Speed Update has made clear.
