Hello Jan,
If you want to build up network for your website, I would suggest, register domain and host with shared hosting which will cost you less and install Word press and start posting some fresh content in your blog and link back to your website.
Create as many blog and link back to your website will give the good result, this type of technique is known as Blog Cloud or Link Wheel.

Well, if you are creating a link wheel for your main website, it can be considered as a part of marketing and not fooling search engines.
What about a list of blogs of multiple owners? So, you make a list and put your blog (and the link to it) on the list, and post it on your blog. Then another blogger will copy the list, add his own blog on the list and post it on the blog. Then the other bloggers will do the same. Can the list be considered a link wheel?

Link wheel is created when a specific number of blogs/web pages are created with the social networking websites like Squidoo, Hubpages, Facebook, Twitter; these blogs/web pages should be on the same topic as that of your main blog or website and after that one more unique article has to be submitted on the same sites that includes the link to your main blog or website. This is an effective way of link building and in my opinion, it cannot be illegal.

According to me link wheel is a link building strategy using the power of web 2.0 properties linking together by means of an article, images, or streaming media or a combination of all. Because web 2.0 sites are quickly indexed by Google and most of them are authority sites with page rank.Web Hosting

Here is a quick example on how you can create a link-wheel:
- Write a Squidoo lens about your website topic
- Write a blog and include a link back to your squidoo lens
- Create a hubpage and relate it to the blog
- Create a Google knol and link it back to the hubpage
- Search Google for the best wheel spokes to get links from.
- Email the controllers of the spokes and inform them your content exists and ask for a link

As it seems to me, Link wheel has been considered to be an ill-practice by the search engines. According to experts, such a technique is considered to manipulate the search engine results hence something that is not advised now-a-days. Though as a work-around, one can use no-follow attributes to the links placed at such websites, so it'd only help gain traffic and no SEO benefit.
