One of my friend told me that there are some sites on the internet with fake PR!

Is this true? Then how to check those sites

Some blackhat webmasters just use cloaking method for gaining high PR best tool to check for such site is just type sitename in Google and look at the cache of that site surely the cache will not be that of the site with Fake PR, it will be of the site of the actual PR site.

Sites usually fake PR by looking for the Googlebot and then redirecting it to a high PR site. Googlebot sees that users actually land on that high PR site and the Toolbar in turn reflects the PR of that site rather than your site.

An easy way to detect Fake PR is to check the cache of the site in question in Google search.

Yeah, checking the cache in google search is good idea, Ebay is a hub of selling these fake PR domains, avoid buying domain name from ebay.

As you told eBay selling these domains and if someone uses this for his website then will Google penalize for those fake PR domains?

Depend on the backlinks network that particular domain have if it has spammy links and involved in link farms or in bad neighborhood Google may penalize it or by the time google know that they are cheating them by any means they will be taken down.
