Admin, I get loads of stuff like this nearly every day because I am on a certain company (for want of a better description) mailing list. I was going to post a few clues but changed my mind.
It is of course civil servant office workers who have little else to do, who spend most of there time searching the net for anything they can circulate via email.

I am not a gov worker just know a few.
