Is group policy available as an add on or as a part of the basic package when you get a windows dedicated server hosting or is it something you have to download from Microsoft and add yourself?

Group policy as a part of the basic package when you get a windows dedicated server or Windows VPS hosting package.

Group Policy is a feature comes with windows server based operating system.. It is a set of rules which control the working environment of user accounts and computer accounts.

How easy is group policy hacked? I know it should increase security by limiting who can get at what, but does it introduce back doors that schooled hackers can use to access critical systems?
