Does paypal pemier account give Visa facility

Can anyone tell me, if I sign up for paypal premier account, will that automatically give me a credit card facility , for instance Visa on my site.
I'm a newbie to all this, so do I need SSL if using paypal premier.
Any comments will be appreciated.
