I wish to send my newsletter to my registered members on my forum ... can i send out an email to 7000 people in on go?

You can do using a php mailing script. Mailman wont be a good option as most of the newsletters will fail. phplist or some other php mailing list should be a good option.

Make sure that you send those after 11 PM only. Your account may have problems if you send those in Business hours.

Absolutely no problem in that case. IPB has got inbuilt feature of sending emails in installments and it wont try to push all 7000 emails in 1 go.

Make sure that you send the notifications after 11 PM only or adjust the crons accordingly.
