Using shopping cart with my hosting account

Can a host provider charges extra for using a shopping cart if I add a cart later say after one month of their service ?

i havent see a host provider doing so.
as if you are providing cpanel, the script is available with just few clicks.

There are many such hosting companies which are charging more if you need additional features. I wont list those hosting companies as those are our competitors but there are many such webhosts.
