Accessing cPanel before nameservers switch

When I set up a new account is there a way of accessing the control panel before the domain registrar has switched over the nameserver details?

I've tried: 91.186.0.9/~username/cpanel/ (where the IP is my shared IP), but it doesn't work.

This would be useful to be able to set up the site using Sitebuilder before the domain name starts working.

You can login to your cpanel control panel from cPanel® or cPanel®

Your WHM can be accessed from cPanel®
