When you wanna buy a hosting Plan you look straight to the web space and the Bandwidth , and we all know that if you over pass the allowed bandwidth your site will stop serving till you pay for extra Bandwidth because of the hoster itself will pay the ....??
That my question , Who will the reseller (WebHost) pay for the Bandwidth?
Is there a ONE ISP who collect these billions or what?

If so, who gives him the right to?

If it's shared , how could it be? and whom are the shareholders?

That question brings me terrible pain every time I think about it
