what's this file please >> .my.conf

this is my 1st participate .. and forgive my lang i'm not very good at english
any way i want some help.
i have a website hacked and i found many file i deleted them as they were shells
but i found a file (.my.conf) in the site i downloaded it and opened it in notebad i found this

user=kinxx
pass="1238888"

i wanna know what's this and how this file always appeare i dont know
and if it was important what's it imporatnt for ??

and i have a nother exclamation ?? can the hacker insert any queries on tha database that can help him to hack the forum again >> the forum uses vbulletin software

note: my hosting is under linux | apache
