What should be the affiliate payment baseline for operating a successful affiliate program? Is that based on profit level or simply I should offer in the range of 10 to 20 % commission?

Well it depends on your business and how much profit you earn, like if you are getting good profit then 20% is healthy amount but if your profit is less then 10-15% is fine and generally people offers in this rage. You can also give more that this by putting some target like minimum customers per month or as per your business type.

I think you can get better answers that mine because I never done this.
