Some WYSIWYG editors claim to create valid CSS with varying degrees of success. Dreamweaver isn't bad, Microsoft's Expression Web is OK but in the end none of them do a good enough job to replace hand-coding your CSS. You don't need any special editor, just Notepad or a decent text editor.
If you're feeling more adventurous you could download Eclipse and get the PHP extension and the Aptana extension. This gives you a really good coding environment for (X)HTML, PHP and CSS plus many other languages.
