I'm new to all this, basically me and a lot of lads play xbox live and want to set up a clan, we basically need a web site and forum facility. if possible we'd like it to not cost anything, or not a lot. we're not bothered about flash animations or anything just as long as its simple and modern looking minimalistic etc so if any of u have any advice, programs etc as long as its easy to do. any help wud really be appreciated thanks

If you don't mind a bit of a learning curve you could use a content management system like Joomla, alternatively if you want something pretty simple why not install a blog and a forum. If you want a static site rather than something you are going to update a lot you could always use something like Dreamweaver or Nvu to write your own. Or why not learn a bit of HTML and hand-code - it's an easy scripting language to pick up and there are almost endless resources available online.
