Depnding on your requirement, IMO, Joomla is suitable for creating personal and business websites, however if you are planning for corporate site you may consider either mambo or typo3 both are suitable for even complex corporate sites.

Most of the customers install Joomla and Mambo on our servers. I am not sure if others are better but Joomla, Mambo, Xoops, Typo3, phpwebsite, Drupal are quite popular and people might be choosing one of those as per their requirement.
