It should be fine on the Web - anything over 15FPS for the Web is probably too much.
Regarding PAL - Paul is right to say that an original recording that is PAL compliant will work more smoothly at 12-15FPS than an NTSC one. That doesn't mean that you should forget about it if your original is NTSC - you just need to be a bit more careful. Remember that when you convert your original aim for a resolution of 320x240 at most of you are delivering to the Web. If you have access to Flash then I'd strongly recommend importing your video to that and outputting a Flash file - you will sacrifice quality but that's something you have to accept for distributing over the 'net.

The speed the file loads would depend on the size rather than the format. You would need to have the Flash player installed but allmost every browser in the world has that and the support is much wider than for other video formats.
