Default PR passing and nofollow tag

I've heard that some sites, which themsleves have high PR, do not pass on any PR to sites they link to. how do they prevent such pass of PR ?

Outgoing links may reduce PR positions in the search engines and give away valuable visitors. So many high PR sites use java scripts on outgoing links to avoid this. They use No index or No follow to avoid passing the PR.

Another reason for this could be use of Frames. If their outgoing links are in frames search engines will never see it as they cannot read what is in frames.

You can trace this because that portion of the page will have it's own scroll bar. Sometimes the link that appears go be going to your site will open in a frame still on their site.
