I realise that cpanel updates its self in the early hours but I cant see how that should impact performance at other times.

After a thorough investigation, it's come to our notice that the server/node your VPS is hosted on, is performing upto it's mark.
There have been no complaints from clients who are having their VPSes hosted on this same server.
Following are the health checks report excerpts from the host server itself:
---------------------------------------------------------------------------------------
21:28:02 up 98 days, 9:47, 2 users, load average: 2.56, 2.29, 1.54
---------------------------------------------------------------------------------------
Timing cached reads: 11204 MB in 1.99 seconds = 5618.60 MB/sec
Timing buffered disk reads: 872 MB in 3.08 seconds = 283.07 MB/sec
---------------------------------------------------------------------------------------
No overloading issues, no disk issues, no attacks or network issues, everything is absolutely perfect.
At this point, I'd suggest you to check your internet connection regarding this, as no such sluggishness issue has been found to exist from 3 different locations..
You might want to check the connectivity from a different location/network as well. Let us know if you need any more assistance with this.
