Default vps slowing

have noticed web pages becoming slower to load , google webmaster tools confirms this
have tried to attach the chart, not sure if it will display

Hello

I have checked your vps and processes running from process table by using "Top", accordingly I found that cPanel update is running on your vps and due to this your virtual private server is having some load.

Sometimes high load may lower down performance of server and hence the speed of sites.
Completing cPanel update will improve the site speed. Please keep us updated either through email or live chat if problem still persists.

as you can see from the chart something happened in June and it has not been right since.

I realise that cpanel updates its self in the early hours but I cant see how that should impact performance at other times.

I am still not happy with page load speeds, I tried some downloads from the vps and its quite slow with some stalling
Also logging in to check email is like watching paint dry.

Can someone look into it pls
