Both China and Burma most of the time being criticized on human right ground that is the reason they deserve to be on the black list, what wonder me about Libya, the Libyan internet was no longer censored although it still the country which has a President to be called “intruder of press freedom”, that is the reason it is not on that blacklist.

I think that Libya has been dropped from the list because things are improving there. Who could take legal action sanders? There's no international law guaranteeing freedom of speech and even if there were how would it be enforced? To be honest in most of the countries listed the fact that you can't blog about how your parents don't understand you is the least of people's problems.
