Can a semi-dedicated server handle a busy forum site with 1000 simultaneous users ? Can you suggest a cheaper option instead of a semi-dedicated server ?

I'm wondering what a semi dedicated server is. Is it a shared server that is shared with a limited number of people, or a dedicated server with VPS on it. I looked around here: Web Hosting UK | Dedicated Servers | VPS Web Hosting and couldn't find and information page about semi dedicated servers.
