Google proposes to deny any benefit accumulating from a hyperlink that contains no follow attribute. But the use of No Follow attribute hasn't been able to stop content spamming completely, although it has managed to reduce it considerably. This could be due to content spammers using automated programs to allocate thousands of comments at one go which are targeted at a vast multitude of blogs.
Apart from the no follow attribute, webmasters also use other techniques such as creating captchas, requiring comment makers to register, pre-moderation of comments etc to stop content spamming. |

The NoFollow attribute indicates the search engines that the outgoing link does not have approval for having appearance in the webpage. Although the no follow attribute hasn't been able to stop content spamming completely, it has managed to reduce it to some extent.
