Question BackLinks from different IPs

Why does google favor websites that have many links located on different IP addresses and not from the same IP address during optimization?

Google may consider its link spamming if it is originated from same IP address exclusively.

I think, if all backlinks come from the same IP address the site may still gain a good PageRank but not as good as a site that is linked from multiple IP addresses. One consideration could be that all sites hosted on a shared server will have the same IP range.

Anyway, referring to seomoz, " If a site shares an IP address or a C-Block of IP addresses with the target linked-to site, a document's link may be devalued partially or entirely". Btw, I firmly believe that global link popularity simply measures the importance of all the links from important site.
