Catchall Options?

Hi !!!

Regarding the catchall options from the control panel (Linux referral):

* Why is this option likely to be turned on by default?

* Can the Cpanel (If that's the correct name?) settings be worked upon before the email address is ever released?

* Can such things like admin' passwords also be set before anyone on the net (Obviously with the exception of the Host.) knows that the site has been set up?
