Yes you're right; such unanticipated, server-wide modifications leave most of the users surprising, hindering work at some extent; but such changes are purely done, with immediate effect & only under crisis situations [when any hack/exploits are observed] to entirely protect your [& others] valuable webdata/information.

No one would be happy with their data being lost/corrupt or in the hands of the wrong, due to sheer negligence..
