Is this because people have been complaining about the amount of time they spend in the Post Office? And does this mean that US Post Offices are as slow as UK ones?

People working in our post offices work to spend their time and get paid for coming to post office daily. They are not focussed on their work nor they want to give good service to customers.
Things wont change no matter what Government does to improve people. You cannot expect people to change what they have been doing for 20 - 30 years.
