As Linux is a free operating system, the customer does not have to pay for the licensing fee of it due to which the overall cost of the Linux dedicated server is quite less in comparison to a Windows dedicated server. Moreover, it has many distros and customer can choose any distro as per his choice.

It seems that everything that is based on an open source technology, as is Linux, provides more for less to the consumer. Many webmasters use Windows simply because it's to what we're accustomed.

Yes Windows also supports a lot of technologies the major one being ASP.NET hosting. In terms of performance, scalability and hosting platform offered, Windows hosting is equally efficient.

Regarding the scalability offered in dedicated hosting, it appears you're able to get a cost effective package because you're only getting the package that you need. Isn't that what is meant by choice of distros?

Linux distros are basically flavors of Linux like CentOS, Fedora, Ubuntu. As far as the scalability aspect is concerned, it is the same in all these Linux hosting platforms. As far as the scalability of the Linux dedicated server is concerned, it depends on the server that you opt for.

Dedicated server can be scaled according to your requirements depending upon the server you select. You can start with the basic configuration of any Dedicated server and upgrade the resources like RAM, Space or Bandwidth later depening upon that server. You can even switch the server and upgrade on a higher server once your website grows. Distros won't affect the server's scalability. You can select any Linux distros depending upon your requirements and choice. Only thing that is affected by the choice of distros is the control panel. Some distros support cPanel/WHM and some don't. Below are the distros of Linux

Cent OS ( cPanel/WHM supported )
Fedora ( cPanel/WHM supported )
Debian ( cPanel/WHM not supported )

Main Advantage is Linux is free operating system software. Linux supports a wide range of software, applications, languages, and databases such as PHP, Perl, PostGre, MySQL, PostgreSQL and many others making it very scalable. On the downside, Linux is not fully compatible with some Microsoft technologies so if you are using Access, ASP, MS SQL, or VB development tools then Windows would be a better bet.

Linux comes with a tight security features that keeps any external intrusions like from hackers or viruses. It has the capability of running in several computer platforms and operates in old computers as well, which is not the case with others. Also, compared to others, performance of Linux is not affected due to the limitations in the available hard disk. There are many such reasons why Linux based servers are more efficient and effective for hosting websites.

It is indeed possible to do so, but it requires a re installation of the server. That means until the linux OS is uninstalled and one installs windows OS, you do not have access to the server.

It's not recommended to change the server OS frequently. If there's a real reason and an urgency for changing the server os then you have been advised to take server backup before you place the request for such changeover.
Your server will be formatted before the installation of new operating starts.
