Default Custom Error pages in Linux?

I've been trying to set up custom error pages on my Linux reseller account. I went to error pages in Cpanel and edited the page for 404 error. It saved as 404.shtml in the public_html directory, but the server seems to ignore it - it still serves the default Apache 404 error page. What have I missed?

One of our technical support staff member have solved your 404 error-page issue....

SOLUTION : We have edited .htaccess file which was culprit and hence you were getting such error. You need to add the Errordocument line in .htaccess for it to work smoothly. Please check at your end and let us know if you need any kind of further assistance.
