By rotating ads, I think you refer to ads or banners which change after the page reloads.

Well, as far as I know, backlinks through rotating ads affect rankings as some kind of scripts or plugins are used for rotating ads on the website for rotating ads. Hence, even if your ad is not on the webpage for that point of time, it comes after the page loads which actually means that the website is providing you the backlink even if it is not seen. Due to this reason, I think backlinks from rotating ads will definitely effect your search engine rankings

IMO rotating/revolving ads should not affect the rankings of any website.The search engine crawler crawls the webpage code and if you check the page source of such a site that has rotating ads on it,you will see that the links are present in it. Hence,it does not matter which ad is being visible to the human eyes at a given point of time.
The SE bot indexes the complete code of the page,therefore it should not be misunderstood as if you are taking a print screen of the page.
