i think Both HyperV and VMware VPS are based on hardware virtualization and provides dedicated resources. HyperV nodes are not in cluster as compare to VMware cloud. Cloud VPS will provide you high availability. On Cloud, your VPS will get rebooted automatically on another node in case if something goes wrong with running node. So it will provide you more uptime for your websites, applications.
In both the case i.e. upgrading to HyperV / VMware cloud VPS, you will get a fresh new VPS with new IP address and you will need to re-install all your application again. Our windows admins will help you with data migration over to new VPS.
